Put simply, the European Mini Leagues form a regular season European Competition to be held alongside current domestic league competitions. EML matches and league matches will alternate at weekends week by week throughout the season. They will be subsidiary to the premier European Competitions like the Champions League and the UEFA Cup.

The premier domestic league for each country will consist of ten teams.
The domestic competition consists of each team playing each other twice, giving a total of 18 games per season.
It will require the agreement of five national associations to form a mini league.
In domestic leagues normal promotion and relegation apply.
It should always be possible for any team in a national association to aspire to play in the European Mini League.

For each EML teams are chosen from each participating country according to how they finished in their domestic league the previous season, there is no promotion or relegation in the EML's. The teams finishing in the top positions in div 1 of an EML should expect places in the Champions League or the UEFA Cup the following season.

EML division 1 consists of the teams finishing 1st and 2nd in their domestic league.
EML division 2 consists of the teams finishing 3rd and 4th in their domestic league.
EML division 3 consists of the teams finishing 5th and 6th in their domestic league.
EML division 4 consists of the teams finishing 7th and 8th in their domestic league.
EML division 5 consists of the teams finishing 9th and 10th in their domestic league.
