The motivation for the mini leagues idea came about because of the difficulties teams from smaller countries had competing with teams from Italy, Spain, Germany and England. If we take the follwing example we can see how a European Mini League could look:

Netherlands (population 15 million)
Belgium (population 10 million)
Scotland (population 5 million)
Portugal (population 10 million)
Denmark (population 5 million)

Using the domestic results from season 2002/2003 to form the EML, then the 2003/2004 EML's would have consisted of the following teams:
